Redevelopment Framework

The Master Plan for advancing global innovation in a broadly defined security sector at St Elizabeths East is based on development priorities set forth in 2008. 

Mayor Vincent C. Gray, then serving as Chairman of the Council, approved the East Campus Redevelopment Framework Plan to guide the development process with the following objectives:

  • Identifying the first phase of development within a master plan that identifies community preferences for uses and amenities (Master Plan);
  • Finalizing the system of roads that will support the East Campus; connect to surrounding neighborhoods, the St Elizabeths West Campus, and the community’s commercial corridor; and meet projected area growth in the next 20 years (Transportation Environmental Assessment);
  • Developing a comprehensive economic development strategy that identifies ways to connect residents with employment, small business, entrepreneurship, and education opportunities on campus.
